The Supreme economic court of Ukraine (hereinafter – SECU) has issued interpretation of some aspects of advertising legislation. According to the Letter of SECU No. 11/28/2012 № 01-06/1731/2012   the permission for advertising does not create civil obligations for the parties and provides only a right to place out-door advertising on condition of entering the agreement.

In this case, SECU supports the position that expiration of validity of permission of the local council on the temporary placement of advertising results in termination of the contractual relationship and thus removing advertising funds, if the agreement prescribes that its expiration moment is the permit expiration date.
