Unified demographic state register

The Law of Ukraine ‘’On Unified demographic state register and documents which  confirm the citizenship of Ukraine, identifying the personality or special status’’ №5492-VI (hereinafter – the Law) came into force on 12/07/2012.

In particular, the Law provides creation of the Unified demographic state Register, which will consist of information about individuals, namely: information about name, date of birth/death, place of birth, sex, parents, requisites of documents, digital sample of signature, another information (on-site registration, marital status, refuse to accept the registration number of the taxpayer registration card, the issue of privatization documents, additional biometric data), information from  special departmental systems.

Significant innovations are provided for the passport control. Ukrainian passport shall be issued to all persons from birth (regardless of age) for every 10 years and is made in the form of card containing contactless electronic device.

The Law had previously been vetoed by the President of Ukraine in connection with the mismatch between Article 35 of Constitution of Ukraine and provisions of the Law, which don’t establish refusal procedure for citizens from non-contact electronic device.
